The Oracle is a banshee located in Azsuna. She is an undead night elf sorceress and priestess of Elune that dislikes the arcane-based focus of other pre-Sundering night elves (such as the mages at the much larger Temple of a Thousand Lights next door). If on the relevant world quest, she drops the [Oracle's Scrying Orb].

Despite being a small vignette, there may be more to this character. In the orc campaign of Warcraft III, Cairne Bloodhoof speaks of something called the Oracle that is never seen, only impersonated by Medivh.
In the quest to get Princess Aszune's heart back, the text says that she was cursed due to mocking the wisdom of the Oracle.
The Pillars of Aszune exist somewhere on the Broken Isles, connecting her to the overall region. The region of Azsuna is possibly named after her, but with the s and z backwards like "Azshara." It is spelled both ways in the game files. This is an oracle found in Azsuna.
Counter to this is when during The Long March Cairne calls the Oracle an "it."
